Aug 29, 2017 Microsoft Snipping Tool (snippingtool.exe). The Microsoft Snipping Tool is a reviewer's best friend. This is a little application that might go unnoticed.
You should be able to locate the Snipping tool in your system32 folder. Here's how: 1.
Open Windows Explorer (StartComputer) 2. Double-Click on the 'C' drive (or the drive where your operating system is installed, if not the C drive).
Double-Click on the 'Windows' Folder. You may be notified that the files in this folder are essential system files and should not be altered or deleted. Proceed anyway. Scroll down and find the folder labeled 'System32'. Double Click on it.
Arrange the files alphabetically by name and scroll down to the 's' section. You are looking for a file called 'SnippingTool.exe'. Once you've found it, right-click on it and choose 'Pin to Start Menu' or 'Add to Quick Launch' as desired.
This will create a new shortcut to the tool in your start menu or on your quick launch bar. Or, if you prefer, you can choose 'Send To' and then 'Desktop (create shortcut)' from the right-click menu instead.
This will create a snipping tool shortcut on your desktop. Under no circumstances should you delete or move the 'SnippingTool.exe' file from the System32 folder, however. A little bit confused here as you say that when you click on the Snipping Tool nothing happens, but you also say that you can create a rectangle with it? When you surround the item to be snipped you should be presented by a new window with a menu that provides options on what to do with the snipped area, are you seeing that?

You have the Print Screen option on the Keyboard that can (with the use of a Photo Editor) do similar work. Are you still running the tool from the winsxs folder? That is not the right version of the tool and may be the cause of your problems?

Copy and Paste this command into the Start Run Box%SystemRoot% system32 SnippingTool.exe and see if the tool opens for you, if it does, try the procedure once more to snip. If you have no luck, then the tool may be corrupted and have to be replaced. You might be able to do this via Uninstalling, then reinstalling the tool, as per this next link.
